The circular, sent to all 81 provinces, calls for fingerprint scanners and turnstiles, expanded camera coverage, and social media monitoring on campuses; the trade union Eğitim Sen demanded the circular be withdrawn.
The directive also includes gathering intelligence on student club activities and preventing "illegal/marginal groups" from setting up stalls. Education union Eğitim Sen called the regulation an attempt to "turn universities into barracks" and stressed that democratic rights cannot be restricted.
